Can I record what's on my TV on DVD from my laptop?

my TV is on Line 1, 2, PC, HDMI think, is what my computer The ThinkPad T61p notebook is 2.6GHZ tih 4 gig ram, but only 3 can be used, as is 32-bit operating system.

just buy a tuner USB TV either tiger direct or newegg or at your local electronics store
